Importing Brazilian sugar into Guinea: duty, permits and documents.
Guinea took 302,555 tonnes of Brazil’s white sugar in 2025. We found no sugar-specific licence or quota, so imports are open, with every import covered by a descriptive import declaration (DDI). The customs duty on white sugar was 20% in the latest tariff data (2023), plus a 2% processing charge and 18% VAT. One thing shapes your margin: sugar is on Guinea’s list of essential goods under price control.

Guinea applies the ECOWAS common tariff’s optional national surcharges; whether they hit sugar is not confirmed. Guinea is not a UEMOA member, so the UEMOA solidarity levy does not apply.
Price control and permits
- Every import needs a descriptive import declaration (DDI).
- Sugar is on the essential-goods price-control list. The state has bought sugar at world prices during Ramadan and resold it subsidised, and sugar exports are banned during Ramadan (WTO, 2018).
- Pre-shipment inspection was dropped in April 2017.
