Importing Brazilian sugar into Senegal: duty, permits and documents.

Senegal was the second-largest destination for Brazil’s white sugar in 2025: 375,628 tonnes. Imports are conditional. Sugar needs an import declaration for food products (the DIPA), must clear through the port of Dakar, and the Ministry of Industry and Commerce opens and closes the import window: it authorised sugar imports again from 15 July 2026, after none had been allowed since 15 December 2025. The customs duty on white sugar was 20% in the latest tariff data (2023), plus community levies and 18% VAT.

Brazil exported 375,628 tonnes of white sugar (NCM 1701.99) to Senegal in 2025, worth 179.8 million US dollars FOB, its second-largest destination for that product.

When imports are allowed

The government uses the import window to protect local production. Imports were stopped from 15 December 2025 so the local producer could sell its crop, and reopened on 15 July 2026, as announced by the national press agency APS. Before you commit to a shipment, check that the window is open for your arrival date.

  • Sugar needs a DIPA (déclaration d’importation des produits alimentaires) and a mandatory health check.
  • Sugar may only be cleared at the customs offices of the port of Dakar.
  • Sugar imports were also banned for a period in 2013.

Senegal also applies a variable import tax (TCI) to sugar when the declared customs value falls below a trigger price. The trigger value in the 2017 review is out of date; ask customs for the current one.

  • That the ministry’s import window is open, and your DIPA.
  • The current TCI trigger price and levy rates.
  • Labelling and any conformity certificate. We found no official statement for sugar.
